Buying back shares and paying dividends

I am new on this forum and am beginning year 7 in Glo-Bus.  I was wondering when the appropriate time to buy back shares would be.  In addition, how should your dividend payments be in relation to the value of your stock?  Is paying higher dividends something that will increase your image rating, or increase your stock prices in the long run?  Also, does buying back shares help drive up your stock prices as well?

Hello Cleric,

Buying shares is always a good thing, if you predict the price to rise. And not a good thing is you predict they will fall. Dividend payments.. that's sort of a grey area, as some companies may want to have large dividends issued or small. Dividends, very slightly raise stock price, and are quite temporary. So you may not want to emphasize that, while buying back shares inherently raises the stock price.
